Dilemma For United States: Does Net Freedom Trump Online Security?

Does cybersecurity conflict with the promotion of Internet freedom? This NPR article (and podcast) debates whether the U.S. government should be able to defend itself by putting some limits on the Internet. According to Maine Senator Susan Collins — a co-sponsor of a bill that would authorize the president to declare a “cyber-emergency” if another country wages cyberwar against the United States — computer systems in Congress and the executive branch are under cyberattack an average of 1.8 billion times per month.
